Introduction

The Kansas Discipline Incident System (KAN-DIS) is an online web application that schools will use to provide information required under NCLB and IDEA. Schools can enter information on individual discipline incidents and the application will automatically generate the IDEA student discipline data report as well as the NCLB Discipline Report based on the data submitted via KAN-DIS. 

  • KAN-DIS was pilot-tested with volunteer schools/districts during the 05-06 and 06-07 school years.
  • All accredited public schools will begin using KAN-DIS during the 2007-2008 school year.
 Goals of KAN-DIS
  • To provide a free, useful, KIDS-integrated web application that schools and districts can use to maintain information on a wide variety of discipline-related incidents.
  • To ensure accurate and timely reporting of discipline incidents as required by Federal Special Education (IDEA) and Safe and Drug-Free School programs.
  • To lay the groundwork for research/analysis by districts regarding the relationship between discipline incidents and academic performance, special education status, demographic data, etc.
Incident Reporting

For incident-level reporting, there are three categories of discipline incidents that are required for state-level reports. These are as follows:
  • All incidents involving violence (assault), weapons (firearms), and/or substance abuse (alcohol, tobacco, marijuana, other illicit drugs).
  • All incidents resulting in a suspension (in-school or out-of-school) or expulsion.
  • All incidents resulting in a referral to local law enforcement.

Schools have flexibility with regard to how they use KAN-DIS:

  • they may choose to enter only the required incidents
  • they may choose to use KAN-DIS as their comprehensive incident management system
  • they may use KAN-DIS to report only the required summary, aggregate incident data 
In addition, schools can dictate their own levels of incident reporting detail. For instance, if a school was reporting a drug-related incident, they would have the option of reporting that incident under the general incident category (“Drug-Related”) or as a specific drug-related incident (“Marijuana Possession”). Only the required incident data will be available to the State – all other data will be available only to the districts.

Incidents will be entered into KAN-DIS in one of three (3) ways:

  • Via online individual discipline incident entry
  • Via batch upload of incidents from a school/district’s local discipline entry system to KAN-DIS
  • Via online summary data entry for NCLB Discipline reporting only (student level data must be provided for IDEA reporting)
 Training Opportunities
  • KAN-DIS conference calls and Q & A sessions will be held for principals, superintendents, and other interested discipline staff throughout March, April, and May. Conference call information will be provided through the listservs.
  • Training and informational presentations on KAN-DIS will be offered throughout the summer and fall months. The schedule will be posted to the KAN-DIS project website in April and announced via the KIDS listserv, Superintendents listserv, and other listservs (as appropriate).
